PMAY(rural) or Indira Awas Yojana

 

Indira Awaas Yojana (IAY) is the biggest and most comprehensive rural housing programme ever taken up in the country. It has its origin in the wage employment programmes of National Rural Employment Programme (NREP), which began in 1980, and the Rural Landless Employment Guarantee Programme (RLEGP), which was started in 1983, as construction of house was permitted under these programmes. However, there were no common norms.

The scheme is designed to enable Below Poverty Line (BPL) households identified by the community through Gram Sabhas following criteria suggested for such identification from time to time, to build their houses or get house sites with financial and technical assistance from the Government.

IAY got restructured into PMAY(Grameen or Rural)in 2016 april.

2022 is the deadline.

Maximum house expanse is 25 sq mt

The beneficiary gets benefits out MGNREGS(90 to 95days of work in one year) and Swachh Bharat Mission(grameen)  -(12000 rupees for construction of toilets)

The cost is shared as 60:40 between centre and states and 90:10 for North eastern and himalayan states(J&K,Himachal Pradesh,Uttarakhand).Full cost will be borne by the centre in the case of Union Territories.

Uses SECC(socio economic and cast census) data 2011 to find out the eligible households.

Implementation and delivery through Awaas Soft and Awaas App

Awaas soft-for identification of beneficiary and construction linked assistance(money transfer).

Awaas App-to assess real time progress(taking photos and updating).

Institutional finance(bank loan) upto 70000

Enhancement of unit assistance from 70000 to 1.2 lakh and 75000 to 1.3 lakhs.

60% is allocated for SCs and STs.

15 % for minorities.

3 % for disabled persons.

Pucca house-a house with all the basic amenities and with a minimum lifespan of at least 30 years.

The house shall be constructed by the beneficiary himself or in his superintendence only . The state will only provide the means and guidance. No government contractor or agency is authorised to do this except that is specifically made for that purpose by the state.

The construction of the house should be completed from 12 months from the date of sanction.

The PMAY officials will provide blue print and mason contacts etc for the beneficiary.

Drinking water should be provided through the National Rural Drinking Water Programme.

Covergence with Deen Dayal Upadhyay Gram Jyoti Yojana to provide electricity.

Cooking  gas under PMUY(Pradhan Mantru Ujjwala Yojana)

Convergence with Swachh Bharat Mission(grameen) for proper waste disposal.

Supply of bricks and building materials can be attained through MGNREGS

5% of the allocated funds can be used for special purposes by the states(like helping SC or ST or rebuilding after a natural disaster.)But they should be registered under the permanent waiting list.
